[SpecFlow] Strict Mode

Add a strict mode to SpecFlow which adds additional checks for the Scenarios.

Configuration:
strictMode: true

Checks at compile time:

• Given, When, Then order has to be given. No When/Then jumping is allowed
• the word 'click' is blocked

Checks at runtime:

• tbd
